This sounds like you have thought of a warning system.. each time you do it the punishment gets worse? That sounds like it could be a fair way to do it - I think that if fishermen know that it's a $100,000 fine to fish in that area and they still do it then they are pretty silly... I definitely would not be fishing because I wouldnt like to loose aaaaalllll that money! Imagine all the things you could do with $100,000! Do you like to fish Preston? I am sure there are probably some amazing places to fish near you!
